Funding Sector Operations and Dockside Monitoring in Fishing Year 2011

As of May, 2010, the vast majority of vessels harvesting groundfish in federal waters off
New England is operating under a new form of output-based management that allocates
portions of the total allowable catch to sectors – voluntary cooperatives of fishermen.
NOAA has embraced output-based management systems, such as sectors, as a promising
way to meet catch targets while giving the industry more flexibility in running their
businesses. But sector management ushers in a whole new set of challenges to both the
fishing industry and NMFS. This project aims to ease the transition to sector
management by providing direct financial support to groundfish sectors to help cover
operating expenses and dockside monitoring costs for fishing year 2011.
